FOXBOROUGH RESIDENTS ASSOCIATION HELD AN EGM ON THE 16 MAY 2002. THE RESIDENTS WHO ATTENDED VOTED OVERWHELMINGLY TO RE-ESTABLISH THE RESIDENTS ASSOCIATION. THE COMMITTEE VOTED ARE AS FOLLOWS:

A MONTHLY NEWSLETTER WILL BE PUBLISHED COMMENCING IN JULY 2002 AND WILL INFORM RESIDENTS ABOUT THE AIMS AND OBJECTIVES OF THE ASSOCIATION.
IT HAS BEEN BROUGHT TO OUR ATTENTION THAT MEMBERS OF THE HALTING SITE REAR OF FOXBOROUGH GROVE, HAVE BROKEN THROUGH PART OF THE PERIMETER WALL OF THE HALTING SITE AND HAVE SET UP SOME KIND OF ANIMAL COMPOUND IN THE ADJOINING FIELD.
THIS CONSISTS OF WHAT APPEARS TO BE A STABLE, TWO HORSES, A KENNEL, SEVERAL DOGS, CHICKENS AND A ROOSTER.
FCRG BELIEVE THAT THIS INCURSION BREAKS THE TERMS OF THEIR CONTRACT WITH SDCC.
THIS MATTER HAS BEEN BROUGHT TO THE ATTENTION OF MR MICK FAGAN ON 21/5/02, WHO PROMISED TO SEND AN INSPECTOR TO CHECK THIS OUT. IT APPEARS THAT HE HAS NOT STILL ACTED TO PUT A STOP TO THIS VIOLATION.
FCRG ARE VERY CONCERNED WHAT MAY DEVELOP IN THIS FIELD IF ACTION IS NOT TAKEN IMMEDIATELY. FCRG WILL BE CONTACTING THE VARIOUS AUTHORITIES IN THE NEAR FUTURE REGARDING THIS MATTER.
RESIDENTS OF FOXBOROUGH GROVE REQUESTED THE BOUNDARY WALL TO BE RAISED DUE TO THE FACT THAT CHILDREN AND TEENAGERS FROM THE HALTING SITE WERE SCALING THIS WALL AND TRESPASSING IN GARDENS AND ALSO INTIMIDATING YOUNG CHILDREN.
FCRG WELCOME THE DECISION OF SDCC TO PLACE FENCING ON TOP OF THE BOUNDARY WALL ON FOXBOROUGH GROVE. THIS FENCING WAS PROMISED IN APRIL TO RESIDENTS AND AS YET IT STILL IS NOT IN PLACE. THE HOUSING DEPARTMENT / TRAVELLERS UNIT OF SDCC CAN MOVE QUICKLY ON CERTAIN ISSUES BUT SEEM TO DRAG THEIR HEELS ON OTHERS.
FCRG just heard the the ESB have been refused planning permission the a 30M communication mast which was to be erected to the rear of Foxborough Grove. We commend this decision on the basis of the health and welfare of the community.
On the 18th April 2002, FCRG received the paperwork from South Dublin Co Council on the building and planning of this halting site, requested from SDCC under the Freedom of Information Act 1997. The plans for this Halting Site were speedily put through, SDCC made the order to build on 21st November and the tender for Gama Construction was granted early in December. The Senior planner recommended that this site is not suitable for a permanent site and he also recommended that the Halting Site be shielded from local residences to minimise the impact. This has been ignored as the Halting Site is elevated and overshadows Foxborough Grove.
FCRG have been informed the a part of the boundary wall between Lynch's Lane and Foxborough has been has been deliberately broken down, allegedly by the travelling community, although this has to be proven.
This gives direct access to the Foxborough Estate from Lynch's Lane. We have been informed that South Dublin County Council have been notified and SDCC have blocked off this entrance with a sheet of plywood. There appears to be no attempt to repair it permanently.
Allotments further down Lynch's Lane have been vandalised, apparently by young members of the Travelling Community. These allotments are used by mainly senior citizens and are rented from SDCC. This vandalism was needless and only caused upset to the people who have been tending their allotments for years.
FCRG have been informed that Mick Fagan, Executive Housing Officer, South Dublin County Council refused to build the "Emergency" Temporary Halting Site in Prices Field where the Travellers requested, on the basis that all the local Estates were in complete opposition. The estates named were Foxborough, Foxdene, and Earlsfort. This claim by SDCC was made in 2001 to Mr Pat Mongan. No members of FCRG even knew of Mick Fagan till late December 2001 and we did not speak to Mr Fagan till January 2002.
Foxborough Concerned Residents Group and residents of Foxborough Grove have NEVER been given any opportunity to comment or object on the location of the site.
