To name but a few we can point on studies in regard of the third European Anti-Poverty Programme, European comparative analysis of the Third Sector, the development of European Social Policy, NGOs and life-long-learning.

All the way long the analysis of European integration is given in a one-sided description; partly this is based on institutionalist approaches, partly political and social needs are stressed, which are supposed to be underestimated in the before mentioned approach. Basically this is concerned with the ancient argument of association versus society.
This volume aims on the discussion of the ambiguity of both, association and society. The analysis is concerned with these sociological questions in connecting them strictly with the analysis of the process of European integration and the social policy therein. Thus the complexity of societal development and furthermore its contradictory character can be grasped.
The objective of the book is to make the development in regard of especially the following issues understandable – based on a theoretical and empirical level:

Initially this study had been undertaken as part of the analysis on 'Social Policy in the European Union', published with the same publisher. Furthermore both volumes are interlinked with the volume on the third European anti-poverty-program. The author aims to elaborate a view on the European integration going beyond an institutionalist approach. This means to look at the underlying and resulting socio-historical processes alike.
This volume considers the distinct general constellations of the concerned societies as important frame for the non-governmental organisations. Common lines of their development – as pointed on by the catchword marketisation of voluntary work – are drawn. But at the same time marked differences are explained. Th focus lies on the Federal Republic of Germany, the Republic of France, the Republic of Ireland, the Republic of Italy and the Kingdom of the Netherlands.
The study results in the observation that a common European culture of participation will be outstanding for the foreseeable future. However the given variety is the seedbed for wide and prolific processes of learning.

Point of departure for this volume is a conference, held in July 1997 at the Fachhoschule Nordostniedersachsen, Department for Social Work (Sozialwesen) in Lüneburg. The meeting showed clearly the gap between the generally proclaimed Social Europe and the real development. Furthermore it occurred as evident that even the professional debate is lacking behind. To strengthen the further development both in regard of raising professional awareness and the practical claim for a social Europe the presenters of contributions to this conference declared their willingness to elaborate the papers for publication. The result is more than just a conference report.

This book contains selected presentation going back to the authors involvement in the third European anti-poverty-program. Matters of the program respectively of poverty and Social Exclusion are dealt with in different perspectives, such as the experiences of projects, the overall examination of the program structure and administration, the political aims and impact of the program, and not least some reasoning on the theoretical meaning of the term social Exclusion.

Only very recently we find the development to broader approaches in regard of the process of European integration. This means that meanwhile it is acknowledged that this development is merely just concerned with a new institutional system, based on its national predecessors. This volume presents some earlier ideas on this issue, strictly connected with the theoretical sociological discussion on processes of modernisation.

Aside from the professional codes of the International and European Sociological Association, the Sociological Association of Ireland, the German Association for Sociology and the German Association for Political Science, the following is valid for the European Social, Organisational and Science Consultancy: Speaking of a European self-understanding does not mean to speak of a fortress Europe. We only support efforts which aim on a democratic, social and peaceful perspective. Not least this perspective is strictly anti-racial and anti-patriarchal.
