General Rules and Regulations
1. All Students participating in the HESF competitions must be registered and atending whole time courses and must produce evidence of same if required. Block release and day release students are eligible throughout the year of their course. Adult education courses are excluded. Team Managers are empowered to carry out spot checks and disqualify persons not in possession of valid ID cards.
2. All fixtures, venues and dates should be strictly adhered to. Where a team is more than fifteen minutes late for a fixture the other team is entiled to take the points for the game.
3. All Colleges participating must have paid an affiliation fee to the Treasurer, Brendan Johnston before 15th November.
4. League Competitions : The League competitions are divided into two groupings. Two teams from each groups with the highest number of points at the end of the league go through to the semi-finals stage to be held at a venue and place to be decided by the HESF.
5. All the results must be forwarded to the group fixtures secretary within seven days of the competition on official HESF results sheets using official score sheets. Both teams are to send in results and failure to do this will result in no points being awarded for the fixture.
6. The home team must send a fixture programme with times and venues to the visiting team at least three days before the competition.
7. If a fixture has to be postponed due to unforseen circumstances beyond the control of the participating colleges, sufficient notice should be given to the contact person of the opposing college ( minimum notice should be at least three days ).
8. Where a College fails to provide a venue for a fixture the College looses home advantage and must play the fixture at the opposing College's convenience.
9. All referees and officials must be provided by the home team and should be qualified and neutral.
10. Dress : Members of a team must be dressed appropriately for the sport being played. For Badminton 75% white for top and single colour shorts. For Volleyball numbers should be worn front and back.
11. All cups must be returned to the semi finals venue by the semi final date. Colleges failing to return cups will be fined the cost of replacing the cups involved. It is up to the college concerned to have the college's name and year engraved on the cup.

12. Catering done by the home team is at the discretion of the host. Host teams are not obliged to provide meals but where possible this is encouraged.

Finals : Panel of players with college registration numbers must be forwarded to the Competitions secretary at least one week before the finals. At this event as with all league fixtures students must produce college ID cards. College must register players half an hour before each competitions scheduled to begin. Counters and visible score boards must be provided at semi final and final venues. This is to be encouraged throughout the year.
