A rather strange sign on a canal in Copenhagen

I was taking a canal tour in Copenhagen when I saw this one. I thought it was so weird I had to take a pic of it. I mean, did the sculpture just fall in or was it put there deliberately? If so, why? Strange people, the Danes.
